C++ Slippi replay file parser.

Run the following Vcpkg command to install the port.

vcpkg install neoslippi

neoslippi provides CMake targets:

find_package(NeoSlippi CONFIG REQUIRED)

target_link_libraries(main PRIVATE NeoSlippi::NeoSlippi)
